Job Purpose:

  • Work closely with site operation teams and production leaders

Main Duties and Responsibilities:

Manpower Planning & People Strategy

  • Lead site manpower planning aligned with plant commissioning, ramp-up, and steady-state operations.
  • Partner with Site Head and functional leaders to design organization structure, headcount and workforce planning (operations, engineering, maintenance, HSE, logistics, and support).
  • Translate business and production plans into practical people strategies, covering workforce deployment, succession, capability building, and retention for critical site roles.
  • Act as a strategic HR partner to site leadership on all people-related decisions.

End-to-End Employee Life Cycle Management

  • Manage the full employee life cycle for site employees, including recruitment, onboarding, probation, performance management, development, mobility, and exits.
  • Drive end-to-end recruitment for plant roles, coordinating with TA teams, agencies, and vendors to meet start-up and operational timelines.
  • Implement performance management processes and support managers in goal setting, evaluations, and talent reviews.
  • Support training and development initiatives, including technical, safety, and leadership capability building.

Employee Relations, Compliance & Site HR Operations

  • Serve as the primary HR contact for site employees and managers on policies, practices, and people matters.
  • Manage employee relations, including grievances, disciplinary cases, investigations, and conflict resolution in a manufacturing environment.
  • Ensure compliance with local labor laws, factory regulations, and statutory requirements, particularly for chemical plant operations.
  • Implement and localize HR policies, support HR systems (attendance, shifts, HRIS), and maintain accurate HR data and reporting.
  • Drive employee engagement, culture building, and change management initiatives to support stable and safe site operations.

Qualifications and Requirements:

  • At least 12 years of HRBP and HR Operations experience from manufacturing industry with high continuous production demands
  • Proven ability to build strong relationships with stakeholders across locations representing a solution-oriented way of working, collaboration and ability to constructively challenge the status quo
  • Sound understanding of appropriate employment legislation and how to manage employee relations matters in accordance with policy & law, with demonstrable counselling and conflict resolution skills
  • Energetic and able to work independently and manage multiple priorities in a fast-paced, dynamic environment
  • Ability to cultivate change and drive new initiatives across the business
  • Strong problem-solving skill and highly attentive to details
  • Proficiency in both written and spoken English and Chinese
